Britain and France to Deploy Military Personnel to Ukraine in the event that a Peace Deal is Agreed

The UK and France have inked a statement of purpose concerning the deployment of military forces in the nation if a ceasefire be struck with Moscow, the UK Prime Minister, Sir Keir Starmer, has declared.

Following discussions with Ukraine's allies in the French capital, he said that the allies would "set up operational bases across Ukraine and construct fortified facilities for weapons and equipment" to discourage any potential attack.

The allied nations also put forward that the US would take the lead in overseeing a ceasefire.

Russia has on multiple occasions cautioned that any foreign troops in Ukraine would be considered a "valid objective", but has as yet not issued a statement on this new development.

The Situation and Continuing War

Russian President Vladimir Putin began a full-scale invasion of Ukraine in early 2022, and Russian forces currently holds approximately 20% of Ukraine's sovereign soil.

"This constitutes a crucial element of our commitment to be alongside Ukraine for the long-term," commented Starmer.

Top officials and high-ranking officials from the "Coalition of the Willing" took part in the recent discussions.

Addressing reporters at a shared media briefing, he added: "It paves the way for the legal framework under which British, French, and partner forces could function on Ukrainian soil, securing Ukraine's air and maritime domains, and rebuilding Ukraine's military for the future."

The UK prime minister went on to say that Britain would take part in any Washington-directed monitoring of a possible ceasefire.

Defense Assurances and Negotiation Stances

Lead US negotiator Steve Witkoff said that "lasting security guarantees and strong economic promises are vital to a enduring ceasefire" in Ukraine – mentioning a key condition made by Ukraine.

The negotiator noted the coalition had "substantially agreed on" their work on agreeing such guarantees "in order that the citizens of Ukraine know that when this hostilities ends, it ends for good."

The former US envoy, US President Donald Trump's advisor, also participated in the talks.

At the same time, French President Emmanuel Macron declared that Ukraine's supporters had made "considerable advances" at the negotiations.

He noted that "strong" safety pledges for the Ukrainian government had been agreed in the instance of a prospective ceasefire.

Ukrainian President Volodymyr Zelensky stated that a "huge development" had been made in the talks, but cautioned that he would only deem efforts to be "sufficient" if they culminated in the cessation of the war.

Earlier, Zelensky suggested a settlement was "mostly finalized". Settling the outstanding 10% would "decide the outcome of the peace, the destiny of Ukraine and Europe".

Remaining Challenges

  • Sovereign soil and security guarantees have been at the center of ongoing disputes for the parties involved.
  • Moscow has often said that Kyiv's military must pull back from the entirety of Ukraine's eastern Donbas or Russia will seize it, dismissing any compromise over how to conclude the war.
  • Zelensky has thus far excluded ceding any territory, but has suggested that Ukraine could pull back its forces to an designated point – but only if Russia does the same.

Russia currently occupies about 75% of the Donetsk oblast and some 99% of the bordering Luhansk. The areas form the heartland of Donbas.

The initial US-led multi-point proposal that was circulated to the media last year was viewed by Ukraine and its EU supporters as being disproportionately favorable in Moscow's favor.

This sparked weeks of high-level discussions – with the involved parties trying to amend the draft.

Last month, Kyiv sent the US an new 20-point plan – as well as separate documents detailing potential defense assurances and plans for Ukraine's reconstruction, Zelensky added.
