Zelensky Asserts Absence of Clear Security Pledge from Partner Nations

President Zelensky has stated that European allies have not given him sound guarantees that they will protect his country in the case of a fresh offensive by Russia.

"I continue to pose this critical question to all our partners and thus far, the answer remains elusive a clear, unambiguous answer yet," he stated to the press on Wednesday.

His comments come a day after Britain and France inked a declaration of intent on deploying troops in Ukraine should a ceasefire agreement to end the war with Russia is reached.

However, full security guarantees have yet to be solidified. The United States, which has been spearheading initiatives to end the invasion, reportedly did not sign such a commitment at discussions held in the French capital on Tuesday.

Details of the Paris Talks

Following the negotiations in Paris, which included some three dozen nations that form the so-called Coalition of the Willing, UK Prime Minister Sir Keir Starmer said the UK and France would "set up operational bases across Ukraine" to deter future invasion, while France's President Macron subsequently indicated a significant number of soldiers may be sent.

Partner nations suggested that the United States would take the lead in monitoring a truce. But the key issue of territorial concessions that Ukraine is being asked to grant to Russia as part of the peace proposals are continuing to be negotiated.

The Russian government has not yet commented on the declaration made in the French capital.

Russian President Vladimir Putin initiated a full-scale invasion of Ukraine in the early months of 2022, and Moscow now occupies about one-fifth of Ukrainian territory.

The President's Evolving Stance

The UK Prime Minister characterized the bilateral declaration as "a vital part of our dedication to stand with Ukraine for the foreseeable future".

He added: "It establishes the pathway for the legal framework under which British, French and partner forces could operate on Ukrainian soil, protecting Ukrainian airspace and waters, and regenerating Ukraine's military for the future."

Zelensky hailed that agreement as a "huge step forward".

Twenty-four hours afterward, however, he seemed more cautious.

"I perceive the determination, the political will, and that the allies are prepared, and the partners are ready to give us strong sanctions, strong security guarantees," he said when questioned if nations in Europe would defend Ukraine.

"However, until we don't have such binding security pacts - legally binding, endorsed by legislatures, backed by the U.S. Congress - this question remains unresolved. And even if they do, you still have to rely first and foremost on your own strength."

Persistent Challenges and Fighting

The Paris talks were also significant owing to the attendance of US President Donald Trump's peace envoys, Steve Witkoff and Jared Kushner.

Witkoff said the allies "largely finished" their work on finalizing security arrangements.

Recently, Zelensky said a peace deal was "90% ready".

Questions of land and defense pledges have been at the forefront of unresolved issues for negotiators.

Putin has repeatedly warned that Ukrainian troops must pull back from all of Ukraine's eastern Donbas or Moscow will take control, dismissing potential concessions over how to conclude hostilities.

The Ukrainian President has thus far rejected relinquishing any land, but has proposed that Ukraine could redeploy its forces to an established line - but only if Russia did the same.

Russian forces now holds about three-quarters of the Donetsk oblast, and some nearly all of the neighbouring Luhansk. The two regions constitute the Donbas industrial heartland.

Attacks have been escalating against cities in Ukraine - particularly targeting power facilities. Moscow is also achieving slow progress in capturing more Ukrainian territory.

Ukrainian forces have retaliated at objectives inside Russia with unmanned aerial vehicles, though with varying degrees of effectiveness.
